Shailung and Honico’s Collateral Seized for not bringing fertilizers on time - Contract Cancelled

The government has canceled the contract agreement of Shailung Enterprises Pvt. Ltd. and Honico's Multiple Pvt Ltd. As per the agreement, the agri-products company has canceled the contract and confiscated the deposit after failing to bring fertilizer till Bhadra 20.

According to Agriculture and Livestock Development Minister Ghanshyam Bhusal, about Rs 48 million has been pledged in Shillong and Rs 48 million in Honiko.

Shailung and Honico were contracted to import 25,000 tonnes of urea each. "We have canceled the contracts of non-suppliers of essential commodities of the country," Bhusal told a press conference at the ministry on Sunday. Those who are negligent will be prosecuted according to other provisions. '

The director of Shailung Company is Sharda Prasad Adhikari. He is also the landlord of CPN (Maoist) Chairman Pushpa Kamal Dahal. Humnath Koirala, the contractor of Honico's company, is a businessman close to the Nepali Congress.

They used to take contracts and neglect them on political grounds. According to the company, Shailung had said that they would import from Russia or Oman and Honico would import manure from China.

These companies, which were contracted by promising cheap money, did not import any fertilizer. As a result, farmers have been forced to wait in line for hours for fertilizer.

"The manure came late, the farmers have been forced to wait in long lines," said Minister Bhusal. "Now there is a lot of labor in the village because of the corona. The need for manure has increased. The manure could not be delivered at this time. The contractor did not bring it. We are sorry about that."

According to the Krishi Samagri Company, Shailung had opened a letter of credit on May 12, 2020 with Nepal Investment Bank and Honiko had opened a letter of credit with Siddhartha Bank Limited.

There is a provision that the first shipment should be completed within 42 days and the second shipment within 72 days from the date of opening of the letter of credit. The shipment period was extended by 25 days at the request of the company.

The goods were not shipped on that date either. Netra Bahadur Bhandari, managing director of the Krishi Samagri  Company, said, "The deadline for delivery of all the goods is Bhadra 20, 2077.

The companies have been repeatedly asked to provide the vessel nomination and the name of the vessel." We have canceled the agreement by confiscating the performance guarantee kept in the name. We also demand compensation from the suppliers as per the law and regulations.

The agri-products company has stated that the process will be taken forward to blacklist both the companies.

Shailung, which could not import as per the quota in 2076/77, has been given the responsibility of importing additional 55,000 tons of manure for 2077/78. The contract was awarded because Shailung agreed to a cheaper rate.

The contract for 2077/78 still has some time, the minister said. "There is still time for the current financial year. Minister Bhusal said, "We will thank Shailung if they import on time."
