Site study of Rukum incident

Nepal National Dalit Social Welfare Association and Justice and Rights Institutes have made public the study report, 2077, after conducting an on-site study of the incident in Chaurjahari, Rukum West District.

President of the Nepal National Dalit Social Welfare Association Trilok Chand Bishwas VK was part of the on-site study team.(Coordinator), National Assembly Member Narapati Lohar (Member), Dalit Civil Society President Motilal Nepali (Member), Jury Nepal's Representative Sundar Bahadur Seni (Member) and Dalit Civil Society Rights Deumal Thiruva (Member) were present.

Similarly, the study team from Jajarkot district included Nepal National Dalit Social Welfare Association, Jajarkot District President Man Bahadur Sunar and Nepal National Dalit Social Welfare Association, Jajarkot Project Coordinator Dhanmal VK, were participants.

The team had conducted an on-site study from June 8 to June 10.The team observed the incident site, interviewed eyewitnesses and interviewed the injured involved in the incident.

Similarly, the relatives of the deceased have been interviewed and the local level local administration has conducted interviews with the police, civil society stakeholders and prepared a report after observing the facts of the incident.

At the press conference, Dalit civil society coordinator Moti Nepali, CPN (Maoist) National Assembly member Narapati Lohar, former minister Jitu Gautam, senior human rights activist Ganesh Bishwakarma, Nepal Dalit Women's Upliftment Center President Rajan BK were present.

And senior advocate Dr.Dinesh Mani Tripathi demanded strict action against the culprits and justice for the families of the victims. He concluded that people's representatives were also involved in the murder.

The team has concluded that the brutal massacre of six people was carried out in a planned manner without allowing them to flee from the siege.

The team immediately amended the Caste Discrimination and Untouchability Discrimination Offenses and Punishment Act 2068 and the Civil Crimes (Code) 2074 to increase the punishment for those who discriminate against caste and untouchability to at least one year.

It has been suggested that compulsory provision should be made for imprisonment from 10 to 10 years and punishment from Rs 50,000 to Rs 25 lakh.
